What is a twink in WoW?

A character kept at a battleground bracket's top level on purpose, with experience turned off and the best gear it can wear. You play battlegrounds against other twinks, not levelling players.

2

How do I turn off XP in Classic?

Pay 10 gold to Behsten in Stormwind (Alliance) or Slahtz in Orgrimmar (Horde). You can turn it back on with them any time.

3

Do twinks fight normal levelling players?

No: with XP off you queue with other XP-off players only.

4

Which bracket should I pick: 19, 29 or 39?

19 is the most played and the cheapest to start: Warsong Gulch, short fights (level 19). 29 adds Arathi Basin and longer games (level 29). 39 has the most talents and gear to choose from (level 39).

5

What's the best class for a level 19 twink?

Hunters, Rogues and Mages do the most damage; Priests and Paladins keep teams alive. Every class has guides to compare at level 19.
